1. Our Philosophy
Voxlair exists to give people a place to speak without a permanent record tied to their real identity. That purpose is only meaningful if the platform tolerates controversial, uncomfortable, and minority viewpoints.
We do not moderate opinions. We do not remove content because it is offensive, unpopular, or politically inconvenient. We moderate behaviour — actions that cause real-world harm to real people or that make the platform unusable for others.
Our moderation system has three tiers. Tier 1 is non-negotiable and enforced immediately by site staff. Tier 2 is community-driven and reviewed by moderators. Tier 3 content is labelled but never removed.
2. Tier 1 — Zero Tolerance (Immediate Removal)
The following content is removed immediately upon detection, by automated systems or site staff. No community vote, no review period, no appeal.
Absolutely prohibited
- Child sexual abuse material (CSAM) or any sexual content involving minors — reported to NCMEC, the National Crime Records Bureau (India), and relevant law enforcement immediately.
- Doxxing with clear intent to harm: posting someone's home address, phone number, workplace, or daily routine in a context that invites harassment or violence.
- Credible, specific threats of violence against an identifiable person or group — including statements that describe a method, location, or time.
- Content that is illegal under Indian law, including the IT Act 2000 and IPC provisions on obscenity, sedition, or incitement to communal violence.
- Non-consensual intimate imagery (NCII): sharing private sexual images without the subject's consent.
- Content that facilitates or promotes the recruitment of minors into exploitation or trafficking.
Accounts posting Tier 1 content receive a permanent, non-appealable ban. Relevant data is preserved for law enforcement. IP hashes and fingerprint hashes are retained for ban-evasion prevention.
If you encounter Tier 1 content, use the flag button. It is reviewed by site staff within 1 hour. Do not screenshot or share it.
3. Tier 2 — Community Flagging (May Be Removed)
Tier 2 violations are enforced through a combination of community flagging and moderator review. Content is auto-hidden when it accumulates enough weighted flags and then reviewed by a moderator within 24 hours.
Community-enforced violations
- Spam: repetitive posts, unsolicited commercial promotion, or off-topic content posted repeatedly across boards.
- Coordinated inauthentic behaviour: operating multiple accounts to upvote, downvote, or amplify a single viewpoint; vote rings.
- Targeted harassment: a pattern of posts or comments directed at a specific person with the intent to distress, intimidate, or silence them.
- Impersonation: claiming to be a real person, public figure, or Voxlair staff member.
- Severe gore or graphic violence without content labelling in a non-appropriate board context.
- Repeated low-quality contributions after a formal warning — e.g., single-word replies, excessive shitposting in discussion boards.
5 weighted flags from distinct accounts triggers auto-hide and queues the post for moderator review. Trusted users (trust score 25+) carry 1.5× flag weight; full account holders carry 2×.
4. Tier 3 — Labelled, Not Removed
Tier 3 content may receive a moderator-applied label visible to readers, but it is never removed solely for being offensive, controversial, or factually disputed.
Labelled but preserved
- Controversial political, religious, or social opinions — including positions that are widely considered offensive.
- Offensive language or insults that do not constitute a targeted harassment campaign.
- Contested factual claims or misinformation that does not create imminent real-world harm.
- Satire, dark humour, and irony — even when uncomfortable — as long as it does not cross into targeted harassment.
- Graphic descriptions of violence in a journalistic, historical, or fictional context.
- Legal adult content posted inside boards designated for adult content by the board council.
Moderators may add a 'Sensitive Content' label to Tier 3 posts. The label folds the post behind a click-through. This is the maximum action permitted for Tier 3 content.
We do not act on requests to remove content because a person “finds it offensive” or disagrees with it politically. Disagreement with an idea is not a moderation basis.
5. Board-Level Rules
Board manifesto and rules
Each board has a manifesto (description) and may define additional rules set by its council. Board rules can restrict content further than the platform baseline but cannot override platform-wide Tier 1 or Tier 2 prohibitions.
Board visibility
- Open boards: visible and joinable by anyone.
- Restricted boards: visible to anyone but require moderator approval to post.
- Private boards: visible only to approved members.
Posting in non-default boards
Trust score requirements may apply to posting in specific boards. Board councils can set a minimum trust score for posting privileges. New accounts start at trust score 0 and earn trust through positive contributions.
6. Trust Score System
Every account has a trust score that reflects the cumulative signal of your contributions. It affects flagging weight, rate limits, and certain board access tiers.

Trust scores are not displayed publicly. They are visible only to you (in your dashboard) and to site administrators.
7. Moderation Actions

8. How Flagging Works
Any logged-in user can flag a post or comment. Each flag is weighted by the flagger's account type and trust score.
- Passphrase account, trust < 25: 1× weight
- Passphrase account, trust ≥ 25: 1.5× weight
- Full account, any trust score: 2× weight
When accumulated flag weight reaches 5, the content is automatically hidden from public view and placed in the moderation queue. The original author can still see their own post.
Moderators review queued content within 24 hours. They can: dismiss the flags (content restored), add a Tier 3 label (content restored with label), remove the content (Tier 2 action), or escalate to site staff (Tier 1 suspicion).
Abusing the flag system (organised mass-flagging to suppress legitimate speech) is itself a Tier 2 violation. Flag patterns are monitored.
9. Board Councils
Each board can elect a council of up to 5 members through a community vote. Council members act as board-level moderators.
Council powers
- Remove posts and comments that violate the board's rules (not the platform baseline).
- Issue temporary posting bans within their board.
- Propose and vote on changes to the board's manifesto and rules.
- Approve or deny membership requests for restricted or private boards.
Council limits
- Councils cannot override platform-wide Tier 1 or Tier 2 moderation decisions.
- Councils cannot permanently ban a user from the platform — only site staff can do this.
- Council actions that generate 3 or more counter-appeals are escalated to site staff review.
- Council members who abuse their position are subject to removal by site staff and a platform-wide moderation record.
10. Appeals
Full account holders can appeal any reviewable moderation action (post removal, warning, temporary ban). Passphrase account holders can appeal post removals and warnings by logging in and using the in-app appeal form.
How to appeal
- Navigate to Dashboard → Moderation History.
- Click 'Appeal' next to the relevant action.
- Provide a brief explanation (500 characters max).
- We aim to respond within 48 hours.
Appeal outcomes
- Upheld: the moderation action is reversed and trust score adjustments are corrected.
- Partially upheld: the action is reduced (e.g., temp ban shortened).
- Dismissed: the original decision stands.
Decisions on Tier 1 violations (permanent bans, CSAM removal) are final and cannot be appealed through any process.
11. Reporting to Authorities
We are required by Indian law (IT Act 2000) and international obligations to report certain categories of content to relevant authorities:
- CSAM is reported to the National Center for Missing & Exploited Children (NCMEC) within 24 hours of detection and to the National Crime Records Bureau (NCRB) and Cyber Crime Reporting Portal (cybercrime.gov.in).
- Credible threats of violence are reported to local law enforcement upon request or when we determine the threat is imminent.
- Content related to terrorism or incitement to communal violence is reported to the Ministry of Home Affairs and relevant state authorities.
When we report content, we preserve the minimum necessary data (post content, creation timestamp, hashed IP) for the law enforcement request and delete it once the legal obligation is fulfilled. We do not proactively share user data with law enforcement without a court order except in the cases listed above.
